Publication of the Royal Decree on the Biocide Licence
The Royal Decree of 30 June 2026 concerning the training of professional users of biocidal products was published in the Belgian Official Gazette on 16 July 2026.
This Royal Decree introduces a biocides licence system for certain professional users of rodenticides (PT14) and insecticides, acaricides and products used to control other arthropods (PT18). It applies to professionals who carry out treatments for third parties, as well as to users of products that, according to the Summary of Product Characteristics (SPC), are reserved for"professional users with demonstrated advanced competencies".
The Royal Decree sets out the conditions for obtaining and renewing these licences, the training requirements and the applicable transitional measures.
The Royal Decree will not enter into force immediately. In accordance with its final provisions, the date of entry into force will be determined at a later stage by Ministerial Decree. In this context, the FPS Public Health is currently working together with the Regions to develop the necessary regional legal framework for the implementation of the biocides licence system.
Professional users, training providers and other stakeholders will be informed as soon as an entry-into-force date has been established. At that time, further information on the practical arrangements of the system will also be provided.
